[staging] data before 6/22 is not showing up in the staging public dashboard #96

Either for labeled or sensed data

That is probably because the NREL hosted version was only deployed around that time.

But given that, why do we need to

investigate the issue
archive prior data (if it exists)
change the staging "start-of-program" to 06/2022 if we really don't have any older data to avoid confusion and wasted runs.
