Improve MA SOPs

Description of the task:
The first version of the MA SOPs was published on 4/6/2024. The wranglers have provided some feedback on the SOPs and the contributors from the AIDA project have offered some suggestions for the spreadsheet guide.

I'm going to address them both at once since having a good spreadsheet guide is essential to reduce the amount of editing and reviewing we have to do on MA spreadsheets

intro

• update date
• add explanation of what was changed - no version bump?
• you can add a diagram similar to the one in the main page that links to each of the documents

pre-submission

• why is there an asterisk here in the first phrase
  - [ ] I'd recommend just moving the mail template to the "send an email" section or link somewhat but not have them as separate sections
• remove deadline of 7days review in template
• when ingest is secured, send hca-util area uuid along the spreadsheet template --> TBD
• ask for checksum of files for validation --> do we want to do this?

spreadsheet guide

• explain how to fill in process id
• add examples with 2 lanes
• bold Values in these columns must be unique within the spreadsheet

improve template

• remove required from library spatial and indsc
• for enum fields: add options to description of storage
• add copy of template to MA SOP

data transfer

• Button does not link anywhere
• Again, email templates - I would move them to the section, never liked having them all at the end and having to correlate them with their section

review and export

• https://ebi-ait.github.io/hca-ebi-wrangler-central/SOPs/Managed_access/Review_and_export_SOP.html#submission-review-and-validation this section name, I would change it to Submission, review and validation
• A small mention on the review: it doesn't say anywhere, but the idea is that the wrangler will delete the submission and the lambda function will be re-triggered again, right? So... we need to include somewhere to delete the previous submission
