Update Contribute guide on Data portal

Description of the task:

The guides on the Data portal need to be updated
The most outdated one was probably the Contribute guide - it has been removed for now because it did not cover managed access datasets and we didn't have time to update before the Genral meeting (29-30 Sept 2024)

Lucia has prepared a draft for the Portal guides which we need to review

I've gone thorugh the document quickly
I think the metadata explanation should come before the submission instructions, otherwise it's confusing to see submission instructions for other portals on the dcp
improve the instructions for the data portal - is there an email address? we need to discuss the DCA again (do OA contributors have to sign? it will become very lengthy)
fix some links
