Remove hard coded lists of files/directories to ignore

Description:
cwctl has lists of directories/files that it ignores when it syncs a project. The list should be taken from the .cw-settings file for that project so the user can configure what they want to be ignored.

Steps to reproduce:
Follow the steps described in #3121
The user should be able to remove /target from the .cw-settings file and the result should be that the /target directory is uploaded.
