Add Memory Analyzer 1.14 to translations server

We have a 1.14.0 release but it isn't in the list. Please could you add it.
[Does it matter that the old versions are 1.12 but the newer one is 1.13.0, i.e. the patch level is included?]

@ajohnson1 there has not been a new build yet with 1.14.0, 2023-03 and 2023-06 haven't been built due to some build issues I am working to resolve but is included in the definitions for those builds when they are available.

The translation server now lists 1.14.0 for Eclipse Memoy Analyzer, even if it isn't being built yet.
