Setting View to Page Layout for xlsx exports

I've created a report design using birt for a few reports that we export in both html and xlsx. All of the reports use the master page for the report header information. When exporting to xlsx, the header can't be seen unless the view is set to Page Layout. Is there a way to set a property or something so that the report will automatically open in the Page Layout view? That way the header (master page) can be seen as soon as the xlsx file is open
