(2) Refactoring of technology-specific code @paullatzelsperger eclipse-edc/Connector#3129

• After being sure that the last release is stable
• AWS, Azure, Google

(3) Clean up GradlePlugins repository @paullatzelsperger

• Current situation: runtime metamodel and gradle plugins
• Problem: cycling dependency
• Suggestion: Move metamodel into separate repo
• TODO: write decision record, request for repo

• Short-term solution: CI job that checks the ref log #3123
• Long-tem: upstream Gradle plugin to the dash team

• Enable dependabot for automated version updates
