What Kura version are you using? Can you share the logfile for when the error occurs?

Based off the limited information you provided I suspect it can be a Eclipse Marketplace keys issue: see the warning in this page for remediation. Alternatively you can download the .dp and upload it to install it.

The protocol implementation only contains that i.e. the protocol implementation. The driver can be found here: https://marketplace.eclipse.org/content/modbus-master-driver-v2

Please note that the EULA is different for ESF packages and Kura packages. The EULA for the modbus driver is the following:
