Description

1.Import 24 obligations only.
2.The obligation that was imported has no obligation description such as "You Must ...".
3.Encounting error when import again.

How to reproduce

Admin->Licenses->Import OSADL Information
1.Only import 24 obligations.
2.try import again, popup error: Error happened during license obligation importing. Some license obligations may not be imported. No log about this generated.
