Processes: Create OfferUserRole Process

Description

The current synchron processes to add roles to an offer should be made asynchronous. Therefore the current processes implemented in InsertActiveAppUserRoleAsync should be moved into an own processes. The process should be placed into a new OfferHandling Process project.

Acceptance Criteria

• Clarified handling of the than asynchronous process in the frontend
• New process project OfferHandling in place
• New process to add the roles
• All process steps have retrigger steps where it makes sense

Proposed split would be AddRolesToClient, AddDatabaseRolesToOffer, AddNotifications
