Current Behavior

External Technical User can't be created for the operator due to 404 error of the dim

Expected Behavior

The external technical users can be created for the operator

Steps To Reproduce

  1. Create a technical user with the role Identity Wallet Management
  2. The technical user will stay in status PENDING

To solve this issue the tenant needs to be correctly setup for the operator in the dim middle layer
