As part of the v4 release there has been some discussion about whether to re-license pymarc so as to better reflect the many contributors to the project, and also to simply maintenance.

See: #147

This issue is here to document any of the changes we'd like to make.

@dbs now that the linting is done do you want to apply your proposed licensing changes as a PR?

The result of running apply_headers.pl, as recommended at each tagged
release in edsu#147, is to generate or update a LICENSE file that includes
both the text of the license and a list of all of the contributors as
found in the git log.

Fixes edsu#151.
