Summary

In order to more easily run the ETOS controller in parallel with the "current" way of running ETOS we need to have a suite starter deployed as well.
This will allow us to have the experimental controller feature running at the same time and, hopefully, reduce the risk of rot.

Context

We need to keep the controller code active and tested. Having it be deployed by default, but not in use by default, would make this easier.
