REF: Drop support for python below 3.8

As python 3.8 is the first one that has arm64 builds available, requiring this would ease testing as some contributors might have only arm64 machines, so they would not be able to test using the minimally supported version.

It should mentioned that 3.8 is already EOL anyway, https://devguide.python.org/versions/
