Describe the bug
As a student with upload permission, I see an empty "Veranstaltungsweite Aktionen" sidebar. The upload permission can be set via the action "Studierendenupload erlauben".

To Reproduce
Steps to reproduce the behavior:

  1. Enable "Studierendenupload erlauben" in a course
  2. Open this course as a student
  3. See the emtpy sidebar

Expected behavior
This sidebar should be hidden.
