Thanks Cee. Tomasz identified that these jobs are being started by User > Webhook or Elasticmachine > API. The API start is keying off our rules in catalog-info.yml to build branches, I'm looking into where the webhook is running. Once we have that established, I can add rules to ignore certain branch patterns in the API and should smooth this out.
