[Story] Inform / acknowledge about unverified device when starting Element Call

• As a user
• I want to be informed when a verified user has an unverified device on their account before I start a call
• So that I know that our video conference is not being intercepted.

Acceptance criteria

• Starting a call including a verified user that has an unverified device on their account fails.
• An alert is shown when starting the call (hitting the call button).
• The user can opt to not worry about that particular unverified device and start the call to this user anyway.

FYI. I have created an internal ticket on the ER-193 that addresses this problem area in a comprehensive manner - meaning that we should have a clear design & behavior defined in the context of Element Call for all the different non-nominal scenarios (e.g. like verified identity has changed), not only for the scenario when a verified user has an insecure device.
