It looks like Discord doesn't set x-gnome-uses-notifications in its .desktop file which is how we determine which apps to show here
It does seem to show up in Flatpak PermissionStore though, so what we could do is add a notifications option to Application settings to disable notifications at the portal level
If this is an incomplete fallback (eg, only disable both alltogether or
nothing at all), maybe add a page, with a toggle and warning in the notification area ?

Users may not think of going to "Applications", if they dont see it in "Notifications"
This way people wouldnt think it is eOS fault, ask for fixes, or be confused why it is different. It would add transparency in communication.
Its an issue common in linux space i feel, that an app doesnt use a thing, and everyone blames the distro/DE.
EDIT: If people disable notifications for an app in the applications tab, will it disable notifications in the Notifications tab as well ?
What Happened?
I would like to disable the sound for discord notifications
discord however does not appear in the list of apps in the notifications plug
discord is installed from flatpak, systemwide, but other systemwide flatpaks are present
Steps to Reproduce
Install discord (from flatpak)
Receive messages
Look into notification plug
No discord in the list
Expected Behavior
discord appears in the list, and i can select it and disable or enable elements like sound notification
