install_env.sh: add to .profile before setting PATH in current env for configure_npm()

In configure_npm() (and possibly elsewhere),
you should make PATH persistent in .profile before
adding it to the current environment setting.
Doing it the other way around (environment for the current session first)
results in a doubled up PATH line in .profile.
