mem is currently a param

make it a resource:
add mem_gb and mem_mb
verify that all rules have a reasonable value set
set available memory for ymp make
- configuration override
- auto detection
set default in init
check limit not exceeding mem?
differentiate between local and cluster? How does snakemake handle resources with cluster?
