Review how Releases work

• Check / Decide if the Release flow should be triggered manually rather than when the branch is tagged. And if it is based on input, we should include the Tag as input, validate and then tag the branch as well
• Should Github release be created manually or automatically
• change "pypa/gh-action-pypi-publish@master" to "pypa/gh-action-pypi-publish@release/v1"
• test on test PyPi changes first
• Maybe have a separate flow to release on Test PyPi
