Expected behaviour

That a new rebar3 release is cut. It's been a while since the last one and there's a bunch of fixes and even some tweaks that would benefit from a release.

3.22.1...main shows 69 files changed and 87 commits.

Oh yeah, I was waiting on #2874 but I merged that.

I think cth_readable is the other dep we had not finished bumping in #2821 because of review comments there, but I could cut something later today without it and we can always bump at another point in time.

Yeah, I haven't gotten around to updating cth_readable and/or rebar3 regarding that project. I did three (or more?) tours around trying to simplify the current solution, based on your comments, but still don't have anything substantial to push.
