Rainmaker doc problem at "docs/c-api-reference/rainmaker_standard_types.rst" description of "esp_rmaker_time_service_create" is the same of "esp_rmaker_ota_service_create" (MEGH-5374)

• I have read the Rainmaker documentation and the issue is not addressed there.
• I have updated my IDF branch (release/vX.Y) to the latest version and checked that the issue is present there. This is not applicable if you are using Rainmaker with Arduino.
• I have searched the Rainmaker forum and issue tracker for a similar issue and not found a similar issue.

General issue report

It looks like the parameters are correct but the description is clearly a "copy/paste" from the previous service.

It's just a minor error, trying to improve, no harm.
