Allow mesa to use an OpenCHAMI JWT without Keycloak
Allow mesa to refresh OpenCHAMI JWT
Allow system type (OpenCHAMI/CSM) to be selected at runtime through config.toml with appropriate version
Allow all urls in the configuration file to be NA for systems that don't have keycloak, vault, or gitea
Validate JWTs via JWKS rather than attempting to use them
