You can get around it by running cmake, waiting for the error, manually downloading the package and placing it in the hunter cache:

download from:
https://boostorg.jfrog.io/artifactory/main/release/1.66.0/source/boost_1_66_0.7z

place in:
C:\users<your-username>.hunter_Base\Download\Boost\1.66.0\075d0b4
