Does this API have the capabilities to interact with Smart Contracts? Please respond.

In what way? I have not implemented the encodeParams and decodeParams from ethers.js yet, if that is what you need, but this will be coming in the future.

As for calling and sending transactions, that can be done through the Provider class.

Do you have timeline for the encode/decode ABI functions/parameters? We are very looking forward to it. :)
