perl5ic is a complete, stand alone distribution of Perl 5 and perl5i. Thus we need to ship perl5i.

Use the master branch.
Put the perl5i tests into a top level t/perl5i/ directory, these are now language tests.
Decide whether the perl5i .pm files should go into lib, dist or cpan.
Put all dependencies into cpan or dist, whichever is correct.
