Implement "Unassign Task" from Team's Tasks page #3454

Description
On the Team's Tasks page, under the Actions dropdown, nothing happens currently when the user clicks "Unassign Task".

Expected Condition:

If the task is assigned, then remove the assignment and show a confirmation toast "Task unassigned".
If the task is not assigned, then the action drop down button should show "Assign Task" and follow the functionality for assigning users to tasks.
