Update Offline Screen when connection is interrupted

Currently, when the user is on the dashboard page and their connection drops, it shows a separate page while the timer continues running in the background. We need to update this page as follows:

1. Change the second line of text under "Network Disconnected!" to "Oops, we lost you. Don't worry, your time is still tracking."
2. Add the timer under this text to show the user that it is still counting
3. Underneath the timer, add this text "You will be able to continue working in the web app once your connection is restored."
4. The page should show when the user is on any part of the Ever Teams app and loses connection, not only when they are on the Dashboard / Team page
