Can't launch when chosen example changes

When you go through the "Deploy an Example Application" workflow and select a download only example, if you change the chosen example to something that should be "launchable", the Launch button continues to be disabled. For example, I went through and selected the Istio Distributed Tracing example for Vert.x. I saw that the Launch button was disabled. I edited the selected example and chose "REST API Level 0" and saved the choice. The Launch button continued to be disabled. I then cancelled and started over, but this time chose the REST API Level 0 from the beginning. This time, the Launch button was enabled.
