Regardless of the quality of the test and reference audio, the MOS (Mean Opinion Score) scores output by the model are consistently 4.99xxxx, but the MOS scores of the previously tested model are closer to the actual quality scores. What is the reason for this problem?

Not sure I understand the issue. Are you saying that earlier the same model was giving correct scores but now it's giving 4.99xx all the time.
