[Feature request] Add Yogi optimizer #1348

Yogi optimizer is proposed to overcome the disadvantages of Adam (https://papers.nips.cc/paper/8186-adaptive-methods-for-nonconvex-optimization). I would like to add this optimizer to pytext. I have the prototype ready. Please, share your thoughts on whether it is relevant to add.
