Motivation

As per discussion in falcosecurity/libs#2175 I would like to transfer our local fork (with minimal modifications) of the elftoolchain project (https://sourceforge.net/p/elftoolchain/wiki/Home/) currently living in my account https://github.com/LucaGuerra/elftoolchain to the falcosecurity organization as it is now a (possible) dependency in falcosecurity/libs. I propose the repo OWNERS to be exactly the same as libs.

I would assign this repository the Special Scope as it is a kind of fork (not GH fork).
If so, it is perfectly fine to have @falcosecurity/libs-maintainers on it, assuming that any @falcosecurity/core-maintainers can join as well.
Moreover, repositories in special scope do not require a maturity level.

I guess everybody is in favor of this. While waiting another bit for other comments eventually, I'm ready to prepare the transfer meanwhile.
