Description

We provide VS Code configurations via the .vscode folder here. It would be equally useful to have a .idea folder for IntelliJ users. My main thoughts:

1. Having a software developer using multiple IDEs is not common, and often creates redundant work. As such:
   1. I do not expect @tiangolo to work on this, as I believe you have a VS Code setup.
   2. I hope a community member that uses IntelliJ to submit this PR. I am considering doing it myself over the next couple weeks.
2. The PR would contain:
   1. A default configuration under the default .idea folder kept at root
   2. Instructions on setup, as we have for VS Code in the backend.

Would this be a welcomed contribution?
