A new maintainer request

Hi guys,
I'm taking Gatech OMSCS program: "CS 6211: System Design for Cloud Computing" class right now. It uses ryu heavily for the SDN project. Meanwhile, I'm also a python fan, enjoyed working with python > 7 years. I also had network software development experiences and worked in an ACL team for the edge router product before.

I want to join the community and contribute. Please let me know what's required to become a new maintainer.

As I can see, some things can be done.

1. Restore the Github Actions for CI.
2. Improve the tox and python requirements and dependencies.
3. Probably add support for >= python 3.10.
