Transformation Tools Returns error messages #3

In QGIS 1.8, when I press to apply transformation A >>> B a error message is displayed. In Master, when the program is loading I get an error message.
Both messages are long, so I attached them in an ODF together with some screen shots.

I believe this could be a problem of my machine (Win 7 Home 64), because I used this plugin before without problems (a few months ago)
