А админке сделать страницу "Мониторинг", ссылку на которую пунктом включить в выпадающее меню "Колл-центр". На странице выводить список всех ТИК/УИК и суммарное количество сообщений (одна колонка) и обращений (вторая колонка). По нажатию на ссылку "Открыть" для данного УИК/ТИК, открывается страница, в которой лентой в хронологическом порядке отображаются все поступающие с него сообщения.
