Experimenting with Cohesion behaviour turned off or on reveals that flocks generally do better without it! I suspect this is because the cohesion behaviour is currently too short range, and too strong. Instead it should be long range but very mild. It should primarily act as only a very gentle discouragement for fly-away splinter groups forming.
