Bug: Performing a successful drag and drop operation between tabs stops touchpad scrolling from responding. #16511

Description

This issue causes the scroll view to lock up once performing a successful drag and drop operation of files between tabs. (this issue is not in effect between windows)

Steps To Reproduce

  1. Select some files using either the checkboxes, shift click, or control click.
  2. Make a drag and drop into a new folder using the tab list
  3. Begin the operation by letting go
  4. try scrolling using a touchpad, and notice that it doesn't (Especially while the operation is in progress, also i have not tested Mouse scrolling yet, that may or may not be affected too.)
