build 8MiB-Devices with a reduced packagelist #98

Devices with only 8MiB flash get more often problems with full flash. We should have a reduced packagelist for them, without i.e.

tmux
vnstat
iperf3
etc

The buildsystem should automatically detect an 8MiB-Device and omit these packages.

In 1.4.0 rc1 wird wieder zu groß gebaut (z.B. Unifi-AC-Mesh läßt kein Upgrade zu).
