When using toolbar bottom, the popups are scrolled out of the container

Expected behavior.

The popups should either go up or down based on correct calculation if they will be scrolled out of the container.

Actual behavior.

The popups will hide the top part of their content if its out of the container instead of having them forced to pop downwards.

Steps to reproduce the problem.

just use the exact editor there, click on add emoji for example, and you will see an entire row or more is being hidden b/c its not properly being displayed
