Add a dry run option

There is no way to see what the tool would do/output until you run it against projects. This might cause unexpected results or would need a test run to ensure that the output is correct.

I would like to add a dry-run feature where the application would output a file with all the actions it would take, the computed results, and validation of what the user has access to.

I think this will be crucial since we transfer issues between repos.
