This one seems to be the hardest one - especially the thing with 'preventing' (or detecting in advance) outages. Some data sets must be used for seemingly non-trivial calculation - that doesn't seem like it would have a lot to do with GTR and the such. But the 'detecting' part seems to be not too hard and pretty suitable for common GTR.

If I'd decide not to solve one of the cases, this would definately be it. Other teams surely work hard on this one - and given the short amount of time left for the other cases, I'd rather focus on those and not this one.
