What did you expect to see? AFAIK: [1] for known users, their locale setting in the DB/cookies rule; while [2] for anonymous users we detect the locale from the browser setting, and if there is a match to translations, that will be used; [3] if none of the above, the admin config default (which is set for new instances to the config values)
