The kube url command returns the wrong URL

Currently abm cloud kube url only works for AnVIL installations and returns an incorrect URL the rest of the time. A more robust way of determining the URL of the Galaxy server is needed.

The URL to the Galaxy server depends on how the ingress is defined for that cluster and there is likely no reliable way to determine this across all deployment options.
