Preparing for GAP 4.14.0

In general issues and PRs I'd like to get into this release are tracked on the 4.14.0 milestone.

Packages updates I'd love to see (but we can do without)

• New CaratInterface release with If GAP provides GMP_PREFIX, use that gap-packages/CaratInterface#35 merged (DONE, thanks @gaehler)
• New Semigroups release (DONE, thanks @james-d-mitchell)
• New HAP release (DONE, thanks @grahamknockillaree)
• New recog release (DONE)
• New anupq release
• Submit ClassicalMaximals package (after finishing it up enough...)
• New Example release as soon as update PackageInfo.g for GAP 4.14 gap-packages/example#41 is merged
• ...

Other things

• some GAP kernel changes to help address Crash triggered by GAP's tst/testinstall/kernel/streams.tst oscar-system/GAP.jl#1013 ?

The rough aim for 4.14.0 is around 1 November, with at least one preview release before, so that distro packagers can test and we can fix any issues they may uncover.

I merged the PR and made a release of CaratInterface, but I don't know how to disable the failing test versus GAP 4.11...

@grahamknockillaree a new HAP release including gap-packages/hap#124 would also be nice. But it's not super urgent
