Make Nallo project public

It would be Nice to make the Nallo project open, to lower the threshold for contributions and for transparency.

There are also some other long-read pipelines using the nf-core template (such as https://github.com/sanger-tol/variantcalling), and it's nice to be able to see their plans. I think other people should be able to do the same here.
