The .osm files need to be able to be downloaded by other OSM contributors (I just got an email from someone who will help but doesn't have ogr2osm installed).

Add to geogeeks.org? Add to data.wa.gov.au somehow? Internet Archive (prob easiest)?

  1. What sort of size are they?
  2. Can they be automatically generated from the MRWA data?
  3. How often would they need to be updated? (ideally, and practically)

Not huge:

 127M RoadHierarchyMRWA_515.osm
  19M RoadHierarchyMRWA_515.osm.tgz
 242M RoadNetworkMRWA_514.osm
  30M RoadNetworkMRWA_514.osm.tgz

And yeah, they can be easily generated with ogr2osm.

They could just be the full dataset, and so would only need to be updated when that changes.
