User story

As an API consumer I want to be able to see details of a race type so then I can display them in my application

Acceptance criteria

Anyone CAN have access to attributes
A race type MUST include attributes:
- name
- description
- list of mandatory fields
A race type MUST have links to:
- races

kumy added the /races label
