Entities with multiple communes

As mentionned here #52 (comment), we need to clarify who is member of the UserGroup [1] in the case of entities with multiple communes.

As @kalbermattenm suggests, we need to get an answer from these entities.

AFAIK, we have:

• Cartoriviera/Vevey @gnerred > Cartoriviera
• SIGIP/Pully @luisteba
• CJL/Morges @rogermaurer > CartoJuraLéman (district of Morges)
• MapNV/Yverdon @monodo

Feel free to add other entities.

For CJL, the association CartoJuraLéman is member of the group and not their partners (communes et associations de commune).

Thanks @rogermaurer for your feedback regarding CJL. And what about Morges, should we keep both or not?

As discussed by phone, we can only keep CJL in the UG list.

In principle not, because Morges is also a partner of the association.
You could complete CartoJuraLéman with (district of Morges).

If not, you have to add 31 municipalities and 9 associations. The list would be too long, wouldn' it ?
